Scale

You can freely scale the ground prefab. The shader is designed for you to do so.

In fact, you can scale non-uniformly as well! So for example, if you want a taller border, you can uncheck the uniform scaling button on the transform of the prefab and then scale just on the Y axis, which will make the border taller.

If you want to just scale the ground, untick the uniform scaling button and scale on just the XZ axis.

Non uniform scale

Pivot

When scaling in the scene viewport, it's best to use the 'Pivot' gizmo mode instead of the 'Center' mode as that will center the scaling on the bottom center of the ground shader.

UV Proportionality

As you scale, border UVs are automatically adjusted to retain proportions as the ground shadow mesh is scaled and stretched independantly along the XYZ axes. So you can scale the mesh to make it higher on the Y axis, and scale it on the XZ axis to make it wider without messing up the proportions of the border textures.
